Dangerous Dogs

The issue of dangerous dogs seems to have been simmering away for a while.


The appalling incident in Wallington, South London appeared in the news for a while but without any meaningful Government response. Although it did focus the mind of Willie Bain, Labour MP for Glasgow North East, who has called for a change in the law. Luciana Berger is running a campaign and provided some good material.


A few months ago a Japanese Akita  appeared to be prowling around Arbourthorne, regularly let out without any form of muzzle and without its owners. The fear that the dog inspired in the community was tangible – especially amongst some of the most vulnerable – older people, parents with young children, young people themselves and disabled people. Fortunately nothing came of it - we believe the owner moved away and took the dog with him.


I have written to Caroline Spelman , Secretary of State at DEFRA today to seek some clarification and urge her to act:



 


Dear Caroline,


I want to write to express my support for a change in the law regarding dangerous dogs. You may be aware that:



  • In 2008 almost 6,000 people – up from 4,300 a decade ago – needed hospital treatment for injuries caused by dogs.

  • Around 3 guide dogs a month are attacked by dangerous dogs, harming them and causing signficiant concern for their owners.

  • There are between 5,000 and 6,000 dog attacks on postwomen and postmen each year, and around 400 on telecoms engineers.

I am particularly concerned at the ability of South Yorkshire Police to successfully enforce existing legislation, given the scale of cuts it is facing.


On June 1st, the Government concluded a public consultation on existing legislation of dangerous dogs. Despite several requests, the Government has so far failed to publish the outcome of that consultation.


I hope that you will publish the outcome of this consultation. I would also ask for clarification on when the Government plans to release its own reponse and what legislation you anticipate placing before Parliament?
